Aliens in humanoid form land near a seaside town called Kai Horo - their craft disguised as an old mansion - and slaughter the inhabitants, packing the pieces into cardboard boxes for sending as samples to an inter-galactic fast food chain. A passing charity collector is captured alive for seasoning as a special feast. The government sends public servants - in the form of a unit of the Internal Affairs Department - to investigate the aliens and deal with them.
